NEW CENTURY PLAN

 FOR THE SPOKANE-KOOTENAI REGION 1

Our Vision

By 2015 the region:

•           will have comprehensive educational opportunities delivered by our educational systems, families and communities who are jointly accountable for globally competitive standards of learning for all.

•           will have an improving and sustainable quality of life where all peoples can flourish.

•           will have healthy and efficient infrastructure that fosters quality residential and business life.

•           will be an internationally competitive region that aggressively advocates business  development and investment that raises our employee compensation levels and lowers the region’s poverty rates.

•           will have local governments that are responsive, efficient, cost-effective and that have regional perspective.

•           will have civic leadership that provides a proactive approach to foster a partnership of business, government and citizens that creates a world-class community in the 21st century.

Key Benchmarks

The following key benchmarks and goals will be used to measure the region’s progress each year.  Although we have a lot to accomplish over the next 20 years, we expect to see continual improvement along the way.

•           The average private-sector earnings per job will exceed the US average by 2000.2

History -- In 1993 Spokane’s private-sector earnings would have been $740 million higher if earnings per job had been at the US average.  Spokane’s private-sector average earnings per job in constant dollars decreased .26% per year from 1970 - 1993, Kootenai County decreased   .35% per year from 1970 - 1993, Washington state increased .07% per year while the United States increased .2% per year.

1 In this document, “Region” always refers to the Spokane, Washington, and Kootenai County, Idaho region.

2 Job and income data are from the CEEDS 96 by Woods & Poole Economics, Washington, DC.  Employment data is for all jobs including 2nd and 3rd jobs, military and is located by place of work.  Population, employment and income data are for July 1 of each year.  This employment definition is broad and includes wage and salary workers, proprietors, private household employees and miscellaneous workers.  Because of the broad definitions and place of work counting, the number of jobs are frequently larger than other employment data series.
