VISION
Conyers-Rockdale
will grow and prosper while maintaining our small-town feel.
STRATEGIES
1. Create and
maintain a united, competitive and well-financed marketing and sales
program that facilitates the creation of high paying jobs for
Resident- Workers through retention and expansion of existing
business, recruiting employers to the county and creating new business
enterprises. Work in partnership with the state of Georgia, Atlanta
MSA, and counties adjacent to Rockdale. Leverage the geographic
proximity, the technology and research-development
of UGA, GA Tech, Emory, CDC, and MCGA. Focus on high paying jobs from
the following sectors: technology, biotech, clean industry, regional
medical facility, business and professional consulting, computer/data
processing, communications, state and federal government agencies.
2. Encourage
employers, Rockdale Resident-Workers, Out-Commuters, In, Commuters and
the physically/mentally challenged to take advantage of opportunities
to increase individual worker productivity and allow individuals to
progress up the pay scale at jobs in Rockdale County. Encourage In-
Commuters to move their residence to Rockdale County. Dramatically
expand the Rockdale Center for Higher Education. Coordinate with the
Rockdale County School System and the Magnet School for Science and
Technology.
3. Support
entrepreneurs and the development of small businesses that bring cash
into the county through: creative availability of financing,
mentorships, business planning/technical assistance, small business
incubators, creative incentives and entrepreneur networking groups.
4. Develop high quality office parks with
characteristics that make Rockdale competitive in attracting class A
office tenants.
5. Create a competitive incentive, tax and
regulatory environment that makes Rockdale competitive in creation of
high paying jobs.
6. Recognize and expand the cultural, arts,
entertainment, and recreation environment as an asset in economic
development.
7. Create favorable conditions for further
development of telecommuting, micro- enterprise, and home businesses.

INFRASTRUCTURE

VISION
Conyers-Rockdale
will have infrastructure that supports am fosters our community Strategic
Plan.
STRATEGIES
1. Develop a
county-wide comprehensive infrastructure plan to strategically address the
following key issues:
a)
Transportation - including roads, mass
transit, van pooling, multi-use trails and other forms of alternate
transportation.
b) Environment - including compliance
with state and federal solid waste water and air quality guidelines.
c) Water, sewer & storm water
d) Public Facilities - education, parks &
recreation, library, public safety.
e) Commercial & Industrial Space - ensure
balanced development between office, retail, commercial, and industrial.
f) Utilities - telecommunications, etc.
This comprehensive plan will define the overall levels of service that
must be met and will address the key strategic issues of implementation,
including specific land use plans, financing and
feasibility, and enforcement. There will be a capital improvement
plan that provides for the financing and feasibility of each of the
elements on a time schedule coordinated with anticipated growth.
2. The
establishment of green space in new developments. Improve the visual image
and beauty of the entire community by preserving and creating green space
and natural areas, creating green space buffers in existing developed
areas and softening the visual appearance with landscaping and creative
design. Over time improve the visual image of the entire community.
3. Develop and
enforce a strong sign ordinance that will substantially reduce signage
along major transportation corridors.
4. Ensure strong telecommunication
infrastructure that is provided by a diversity of carriers with intense
competition. Encourage the proactive use of right-of-way
to encourage high-tech communication line development.
5. In order to attract high-tech industries,
it is important that we preserve adequate space.
6. Upgrade all neighborhoods that have begun a
process of decline. This will include a focus on Olde Town and
utilization of existing facilities that can be rehabilitated and
returned to an asset for the neighborhood and community.
7. Develop and enforce a housing code that
maintains acceptable living conditions for all our residents.
8. Encourage affordable housing for all income
levels on a regional basis. The focus in Rockdale County will be
affordable housing for middle-income individuals.
