The facilitator used this list during the VISION facilitation process in June and July. These issues are addressed throughout the VISION and strategies for the six interdependent foundations required to provide global competitive advantage for Bay County and specifically as noted above.

KEY BENCHMARKS AND TARGETS

The Task Force agreed that we should use the following key benchmarks to measure our progress over the next 20 years. Achieving these benchmarks will require our working together in unprecedented ways on the strategies in the six interdependent foundations. We are committed to making progress every year.

  1. K-12 EDUCATION - The Bay County School system will be in the top quartile of school districts in the United States in graduation rate and academic scores. This national ranking will also exceed our national rank in school system expenditures.
     

History - Expansion Management Magazine rates the large school districts in the United States each year in its September/October issue. On a scale of 50 to 150, it provides a capsule summary of how a school district stands on a continuum of US school districts with enrollments of 450 students or more. The Resource Index is an indication of how a community supports its school district and includes teacher salaries, per pupil dollars on instruction, and student/teacher ratio. In 1996, the Bay County Resource Index was 120. On a scale of 50 to 150, this was in the top quartile of school districts of the United States.
